Go check reddit, see if you can find the Mod(s) that already exist. But not one I would sink half a lifetime into making a Mod for. Neither of us are willing to put the amount of time or work needed into making a Mod for a basically dead game that has no chance of more updates, content or a sequel. With these upscaled textures, they are much more crisp at higher resolutions, again a great thing to have. The only ones making any money off the game now is Electronic Arts, who is the publisher, who likely sees no profit in adding any type of Steam workshop. The sudio that developed it went bankrupts shortly after it was first released. I'm sure there are, but it isn't going to be easy.
